Strategic Plan
The TORCH Foundation's Strategic Plan: 2007 – 2009 presents the vision, mission and strategic priorities of the TORCH Foundation. It reflects the lessons we’ve learned over the years and articulates our expanded focus and role in addressing the needs, challenges and priorities of rural hospitals. We envision the Foundation to be a premier resource center for rural health in Texas, and to be a partner of choice for rural hospitals in health information technology and network services, grant assistance, performance improvement, and education.
We recognize that healthcare is essential to the viability and quality of life in rural communities. With growing demands for the adoption of meaningful information technologies and interoperable electronic medical records to assist in providing the best possible care, many small hospitals are faced with questions about finance and affordability, selection of the best technology solutions, ongoing technical support, workforce availability, governance and policies, performance and quality requirements, and regulatory and compliance issues.
To help address these needs, the Foundation aims to expand its role in:
- Providing hospital IT/network support and services for connectivity, help desk, email, VPN access, LAN management and application support, among others
- Providing grant assistance and information to assist hospitals find and apply for the funding they need
- Providing performance benchmarking program and tools that hospitals can use to track, analyze and report performance measures for clinical, financial, operational and patient satisfaction
- Providing outstanding education and training on topics and issues critical to rural hospitals
The plan was developed by the Foundation Board of Directors, with joint participation and input from the TORCH Executive Committee, Board and Staff, as well as representatives from member hospitals and partner organizations. The plan will be used principally to:
- Communicate the Foundation’s vision, mission and strategic priorities
- Guide strategy-based decisions for resource allocation, fund development and partnership building
- Support the implementation of programs and services
- Provide a basis for future planning and assessment of performance and progress
